Travellers seeking to enter Singapore will do so via a Safe Travel Lane arrangement, and the entry requirements and health controls of each Safe Travel Lane may differ depending on the traveller’s profile and travel history. Travellers can refer to the following sections on this page to determine the most relevant arrangement(s) to enter Singapore:

1) Self-Help Tool for Safe Travel Lanes and Entry Requirements

This self-help tool will help travellers identify the most appropriate Safe Travel Lane(s) to use for entry into Singapore. Travellers should input the most relevant pass-type and vaccination-related information. Travellers who are vaccinated outside Singapore, but are unsure if they meet Singapore’s definition of “fully vaccinated” should refer to this list of vaccination conditions before selecting their vaccination status.

This tool will only output the most relevant lanes to use based on the traveller’s profile, and travellers can click on the relevant lane to find out about the specific health requirements (e.g. Stay Home Notice, COVID-19 tests) under that lane. Some lanes use MOH’s Category I-IV health measure framework while others may not. 2) List of SafeTravel Lanes by Traveller Profile

a. Returning Singapore Citizens and Permanent Residents

Singapore Citizens (SC) and Permanent Residents (PR) can return to Singapore from any overseas country without an entry approval. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore. Fully vaccinated SC/PRs and any accompanying unvaccinated child(ren) below 12 years old returning to Singapore from the countries/regions listed below may return via the Vaccinated Travel Lane to enjoy quarantine-free measures on arrival. b. General Entry for Long Term Pass Holders and Immediate Relatives of Singapore Citizens/PRs

Long Term Pass Holders and the immediate relatives of Singapore Citizens/PRs must apply for entry approval to enter Singapore. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore. • Travellers whose immediate family member is an SC/PR based in Singapore
• Adopted child of an SC/PR
• Fiancé/fiancée of an SC/PR

Fully vaccinated travellers will be given priority to enter under this lane.

Student’s Pass Holder Lane
Fully vaccinated travellers who are:

• Student’s Pass (STP) and STP In-Principle Approval Holders (STP-IPA)
• Eligible accompanying guardian or family of the STP and STP-IPA holder who is travelling on the same date [Note]

Note(s):
STP and STP-IPA holders whose family members hold an MOM-issued pass should apply for entry via the Work Pass Holder General Lane. STP holders who are related to a Singapore Citizen or Permanent Resident should apply for entry via the Familial Ties Lane.

Fully vaccinated travellers who are:

• MOM-issued Pass holders, including a Dependant’s Pass, Letter of Consent (except those holding an ICA-issued Long-Term Visit Pass) and In-Principle Approval Holders
• Confinement Nannies
• Helpers

Periodic Commuting Arrangement

• Malaysian Citizen or Malaysian Permanent Resident, and hold a valid long-term pass for business and work purposes in Singapore; or
• Malaysian Citizen who is a Singapore Permanent Resident working in Singapore

d. Death and Critical Illness Emergency Visits

Travellers from all countries/regions may enter Singapore on a short-term basis to attend to a family crisis (e.g. death or critical illness of family member in Singapore) under the Death and Critical Illness Emergency Visits Lane. Only a maximum of two visitors per case is allowed. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore and can be found in the “DCEV overview”.

Applications for urgent emergency entry can be submitted via this enquiry form, selecting as the enquiry category.

To expedite the assessment process, travellers who are requesting for emergency entry are strongly encouraged to submit the following supporting documents:

• Death certificate or any other documents as proof of death, or Doctor’s letter/memo proving critical illness of the immediate family member in Singapore;
• Official documents proving familial connection with the deceased or critically ill in Singapore;
• Passport biodata page of all travellers; and
• Any other supporting documents.

Our officers will facilitate arrangements for the travellers to make short and safe visits to the medical facility and/or funeral, subject to the prevailing health policies governing such visits.

3) Air/Sea Crew and Pleasure Craft Owners

Air Crew

Arriving air crew members are not required to apply for entry approval to enter Singapore via Safe Travel Lanes. Flight operators and air crew should instead refer to the latest circulars and directives issued by the Civil Aviation Authority of Singapore concerning border and health control measures.

Sea Crew & Pleasure Craft Owners

Sea Crew and Pleasure Craft Owners should visit the MPA website for information on the application of crew changes under various circumstances, and refer to MPA’s latest circulars and notices.

Applications for the following matters can be made via ICA’s CREW system:

• Arrival or departure immigration clearance of vessel
• Crew sign-on or sign-off

The Vaccinated Travel Lane (VTL) allows quarantine-free travel to Singapore. On this page, you will find the following key information on the VTL:

Travellers intending to leave Singapore to a VTL country/region, must check with the authorities of their desired destination on the prevailing entry requirements of the destination, and to exercise care and caution, especially when travelling with children. 1. Eligibility

To be eligible for quarantine-free travel under the Vaccinated Travel Lane, travellers must fulfil the following criteria and the Conditions of the VTL. Otherwise, they should explore other Safe Travel Lanes at the Travelling to Singapore page.

Test Accordion

Criteria 1: Be fully vaccinated with WHO Emergency Use Listing Vaccines

Travellers must be fully vaccinated with WHO EUL vaccines (click here for definition of fully vaccinated) at least two weeks before arrival in Singapore.

Unvaccinated travellers who are 12 and below in this calendar year can travel to Singapore via the VTL if accompanied by a fully vaccinated VTL traveller.

Criteria 2: Hold an Accepted Proof of Vaccination

Criteria 3: Fulfil Travel History & Designated VTL Flight Requirements

Travellers must:

1. Arrive in Singapore on a designated VTL flight; and
2. Have only travelled to / transited via any VTL countries/regions, Category I countries/regions and/or Singapore, in the last 14 consecutive days before departure for Singapore.

2. Application for Travel under the VTL

Singapore Citizens (SC) / Permanent Residents (PR)

All SC/PRs and unvaccinated children aged 12 and below in the current calendar year do not need to make any applications under the Vaccinated Travel Lane. However, you will need to present an acceptable proof of vaccination for verification at check-in and arrival immigration. You are strongly encouraged to self-verify your vaccination certificate prior to your trip by referring to the guide here.

SC/PRs must comply with the requirements stated in the VTL Traveller’s Checklist, failing which, the prevailing health control measures will apply, which may include serving a Stay-Home Notice.

Foreign Visitors (e.g. Short-Term Visitors / Long-Term Pass Holders)

Travellers departing from Finland, Malaysia and Sweden may only submit their applications from 22 Nov 2021

Please note the following when making the application:

1. VTL travellers must also refer to this travel checklist and the VTL conditions to ensure they satisfy all VTL requirements, otherwise they may be denied entry to Singapore.
2. Accompanying children aged 12 and below and are unvaccinated do not need to apply.
3. Applications must be submitted between 7 and 60 days before the intended date of entry into Singapore.
4. Applications must be supported with digitally verifiable vaccination certificate QR code(s).
5. A VTP is valid for 6 calendar days from the traveller’s chosen date of entry.
6. If you encounter an error upon uploading the QR code on your vaccination certificate onto the VTP application portal, despite meeting the requirements (See Criteria 2 above), please write to the Safe Travel Office using the enquiry form here and provide your vaccination certificate.

3. Essential Documents for Your Journey

Travellers must carry along an electronic or physical copy of the documents applicable to them, and be prepared to present them to airline staff and immigration officers. Please refer to the detailed requirements in the travel checklist.
