1) Self-Help Tool for Safe Travel Lanes and Entry Requirements

This self-help tool will help travellers identify the most appropriate Safe Travel Lane(s) to use for entry into Singapore. Travellers should input the most relevant pass-type and vaccination-related information. Travellers who are vaccinated outside Singapore, but are unsure if they meet Singapore’s definition of “fully vaccinated” should refer to this list of vaccination conditions before selecting their vaccination status.

This tool will only output the most relevant lanes to use based on the traveller’s profile, and travellers can click on the relevant lane to find out about the specific health requirements (e.g. Stay Home Notice, COVID-19 tests) under that lane. Some lanes use MOH’s Category I-IV health measure framework while others may not. If the tool below does not work in your browser, try opening it in a separate window, or refer to the list of SafeTravel Lanes.

2) List of SafeTravel Lanes by Traveller Profile

a. Returning Singapore Citizens and Permanent Residents

Singapore Citizens (SC) and Permanent Residents (PR) can return to Singapore from any overseas country without an entry approval. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore. Details related to the entry requirements and Category of travel health measrues is available in the “Returning SC/PR Lane Overview”.

Fully vaccinated SC/PRs and any accompanying unvaccinated child(ren) below 12 years old returning to Singapore from the countries/regions listed below may return via the Vaccinated Travel Lane to enjoy quarantine-free measures on arrival. b. General Entry for Long Term Pass Holders and Immediate Relatives of Singapore Citizens/PRs

Long Term Pass Holders and the immediate relatives of Singapore Citizens/PRs must apply for entry approval to enter Singapore. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore. Familial Ties Lane

  • Singapore Permanent Resident In-Principle Approval holders who need to complete long-term immigration formalities
  • Are on an ICA-issued Long-Term Visit Pass
  • Travellers whose immediate family member is an SC/PR based in Singapore
  • Adopted child of an SC/PR
  • Fiancé/fiancée of an SC/PR

Fully vaccinated travellers will be given priority to enter under this lane.

Student’s Pass Holder Lane
Fully vaccinated travellers who are:

  • Student’s Pass (STP) and STP In-Principle Approval Holders (STP-IPA)
  • Eligible accompanying guardian or family of the STP and STP-IPA holder who is travelling on the same date [Note]

Note(s):
STP and STP-IPA holders whose family members hold an MOM-issued pass should apply for entry via the Work Pass Holder General Lane. STP holders who are related to a Singapore Citizen or Permanent Resident should apply for entry via the Familial Ties Lane.

Work Pass Holder General Lane
Fully vaccinated travellers who are:

  • MOM-issued Pass holders, including a Dependant’s Pass, Letter of Consent (except those holding an ICA-issued Long-Term Visit Pass) and In-Principle Approval Holders
  • Confinement Nannies
  • Helpers

Periodic Commuting Arrangement

  • Malaysian Citizen or Malaysian Permanent Resident, and hold a valid long-term pass for business and work purposes in Singapore; or
  • Malaysian Citizen who is a Singapore Permanent Resident working in Singapore

d. Death and Critical Illness Emergency Visits

Travellers from all countries/regions may enter Singapore on a short-term basis to attend to a family crisis (e.g. death or critical illness of family member in Singapore) under the Death and Critical Illness Emergency Visits Lane. Only a maximum of two visitors per case is allowed. The applicable category of travel health measures annouced by the Ministry of Health, will depend on the traveller’s travel history before arrival in Singapore and can be found in the “DCEV overview”.

Applications for urgent emergency entry can be submitted via this enquiry form, selecting as the enquiry category.

To expedite the assessment process, travellers who are requesting for emergency entry are strongly encouraged to submit the following supporting documents:

  • Death certificate or any other documents as proof of death, or Doctor’s letter/memo proving critical illness of the immediate family member in Singapore;
  • Official documents proving familial connection with the deceased or critically ill in Singapore;
  • Passport biodata page of all travellers; and
  • Any other supporting documents.

Our officers will facilitate arrangements for the travellers to make short and safe visits to the medical facility and/or funeral, subject to the prevailing health policies governing such visits.

3) Air/Sea Crew and Pleasure Craft Owners

Air Crew

Arriving air crew members are not required to apply for entry approval to enter Singapore via Safe Travel Lanes. Flight operators and air crew should instead refer to the latest circulars and directives issued by the Civil Aviation Authority of Singapore concerning border and health control measures.

Sea Crew & Pleasure Craft Owners

Sea Crew and Pleasure Craft Owners should visit the MPA website for information on the application of crew changes under various circumstances, and refer to MPA’s latest circulars and notices.

Applications for the following matters can be made via ICA’s CREW system:

  • Arrival or departure immigration clearance of vessel
  • Crew sign-on or sign-off
  • Transfer of crew from one vessel to another
  • Extension of stay of crew
