PERSONAL AND IMPERSONAL CONSTRUCTIONS (PASSIVE)
Study this example situation: George is American. Nobody knows exactly where he is from, but: ‘It’s assumed that he’s from New York’ or ‘He’s assumed to be from New York’. Both these sentences mean: ‘People assume that he’s from New York.’ These are called Personal and Impersonal Passive Constructions. Watch this video and learn more about them.

You can use these structures with the number of other verbs, especially: think, believe, say, suppose, expect, consider, think, report, understand, know.
Compare these:
Present Simple: It’s considered that they work hard./They are considered to work hard.
Present Continuous: It’s considred that they are working hard./They are considered to be working hard.
Future Simple: It’s expected that they’ll work hard./They are expected to work hard.
Past: It’s reported that they worked hard./They are reported to have worked hard.
