Its used to show atleast two or more than two past event to show which happened first no matter if there is a only single situation we don't use a past perfect even if it happened a long time ago

Thanks for explanation, but in the example with not paying attention students, it doesn't look like sequence of past events, find out is present, hadn't paid – past perfect, why past perfect and not past simple, don't we know for sure which event is first
